Windows 10: Diagnostic Policy Services and Windows Firewall wont start after October 2018 Update

After installing Windows 10 October 2018 Update my Windows networking stopped working. And I was unable to use the Window troubleshooting as the Diagnostics Policy Service (DPS) was not running nor could I start it from Services.

After some googling I found running from a Administrator command prompt got my networking running
net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice

However I still cannot get my DPS running. I just get a Error 5: Access is denied and I cannot start my Windows Firewall (Windows Defender Firewall services just sits saying Starting)
After yet more googling it forum suggest making sure TrustedInstaller and NT SERVICE\mpssvc have Full Control and Read permissions on
the HKEY_LOCAL_Machine\System\CurrentControlSet\Services\DPS\Parameters key in the Windows Registry
These didn't exist but adding and restarting still didn't solve the issue.


I tried sfc /scannow from administrator command prompt.


I've tried downloading and running wu10.diagcab which was found by going Microsoft's support page for Windows 10 update issue.

This did't fix the problem
I found this link and it just sat trying to fix my firewall but failed to solve the issue.

I also tried rolling back to a previous checkpoint but i.e. before the windows update but that didn't work either.


I have tried a couple times to use the online chat but get stuck in a queue and no one answers. I thought Id wait to see if MS's fixed October update would solve my problems, but it doesn't appear to.

I'm really not sure what else I can try. doing a Windows reset is not really an option.

Hoping someone has been in the same boat and has found a fix.

@Microsoft you should be fixing this give it was your update that caused the issue.

"The Diagnostics Policy Service is not running." Start up apps and cortana is not working when i click on it after windows 10 update. In addtion, windows firewall will not turn on. So many problems after updating windows. Please help.

 

Windows 10 Diagnostics Policy Service fails

Right now I'd just like to get my Windows 10 Diagnostics Policy Service to start.

When I attempt to start it Error 5: Access Denied is the response.

I've tried to changing the Login Account on the service and password.

I've tried the Windows Firewall Troubleshooter and the Windows Update Troubleshooter.

The only error I receive is during the Windows Update Troubleshooter and that is DIAGNOSTICS POLICY SERVICE FAILS and doesn't automatically fix or let me fix manually.

If I could get this service to start, my guess is that the Windows 10 Update will run properly.

As I've indicated before, it may have something to do with INHERITED SECURITY.

Diagnostics Policy Service starts and then shuts down

Whether the troubleshooter attempts to start it or I do, the Diagnostics Policy Service will start, run for a couple seconds, then give the error : "the diagnostic policy services on local machine started and then stopped. some services stop automatically
if they're not in use by other programs."

The reason I ran into the issue is because my PC can connect to the internet via a new wifi USB stick that I bought, but will no longer connect via a direct ethernet cable to my router, saying "Unidentified Network - No Internet".

I have checked and changed permissions for firewall policy etc, restarted several times, and am out of ideas. I would like to avoid a system restore if at all possible.
