Windows 10: Dialogs and pop-ups are being loaded before being positioned correctly

Dialogs and pop-ups like the Windows Hello Sign-in system pop-up or a file selection dialog window will briefly appear in the top-left corner of the screen before quickly snapping to the center of the screen or their otherwise intended location. This suggests that they are being loaded before being positioned correctly. It is does not impact PC usage but is annoying. This problem has persisted between separate Windows 11 installations, suggesting that this is a Windows 11 bug and not a local issue.

Win 10 open windows & pop-ups not positioned correctly

I am having trouble getting my open windows positioned correctly on my lenovo laptop screen. Open windows fully enlarge with no option of re-sizing. This cuts off my ability to close them easily and I have to ctrl-alt-delete a lot of programs because of
this. Some applications this happens with are photo master, adobe acrobat reader, all pop-ups (in all internet browsers and for all print functions), and etc.

Anyone know how I can fix this?

The Windows 10 Update system dialog popped up in foreign language

I understand that the Windows Update pop up shows up in a different language, we will look into this for you. However, we will need the following information from you to assist you with the appropriate troubleshooting steps:

• When did you get the pop-up?
  
• Does this issue occur in any other application?
  
• Which build version of Windows is installed on the computer? To check type:
  winver in the search bar on the Taskbar and hit
  Enter.
  

Meanwhile, you can follow the troubleshooting steps and see if that helps:

1. Press Windows key + R, to open
   Run dialog box.
   
2. Type lpksetup and click on
   OK.
   
3. Click on Uninstall display languages.
   
4. If you see the Russian language displayed, click on it and select
   Next.
   
5. Follow the on-screen instructions to remove the language.
   
6. If asked for reboot, please restart the computer and check.

Pop-ups or pop-up ads are online advertisement that opens a new browser window when clicked or when the website was accessed. For now, the feature of blocking pop-ups or pop-up ads is available for browsers installed on PC's or desktops.

We request that you file this or up-vote an existing feature suggestion using the Windows Feedback Hub app. To submit a new feedback/suggestion, you can follow the steps provided below:

• Go to All Apps, search for the Feedback Hub app or press and hold Volume
  Down+Power button for about 2-3 secs to launch the Feedback Hub app.
  
• Open the menu icon at the top left side.
• Select Feedback, then at the top right side, tap the add button (+).
• Select Suggestion and fill up the box with the details needed.
• Select the right category for the suggestion and then submit.
