Windows 10: Digital License Hardware Transfer - Can't find Window's Account

Hi All,So I just found out today that when I am doing a PC Hardware change, I do NOT need to purchase a new Digital Retail License, I can just transfer over my old Window 10 Upgraded from 8.1 Digital License. I do not intend on utilizing the old system so I am fine with this.However, my issue is, I can't seem to find the appropriate Window's account information to Login to my Old-PC Microsoft Account. a windows site suggests de-activating a device to transfer the -license' / key - to a new device. Is this true and possible in the case of --transfer digital license-- ???

So there is no deactivation for the digital license and no transfer to a new system without linking to a Microsoft account? I would like to deactivate on the older hardware prior to sale.
