Windows 10: Direct X 12 problem

Discus and support Direct X 12 problem in Windows 10 Software and Apps to solve the problem; I have one program that isn't displaying.     I have one program that isn't displaying. The only thing I have found is when testing Direct X 12 is though it says every thing tests OK the green bar on page 1 doesn't move from the center and if I get it to collect information this also only gets 1/3 of the way over. Is there any way of restoring it?

    We understand that you wanted to play Call of Duty: Black ops 3. There are several factors which cause the discrepancy in playing the game. Initially, the installation of the correct software usually comes with the installation of the game itself, or a prompt
    will be displayed advising you or informing you to install Direct X 11. We understand that what you have is Direct X 12, however, we recommend that you install Direct X 11 to get it working.

    does anyone know why i might not be able to play a

    I have windows 10 on my computer and I went into my computer and my graphics card supports
    Direct X 12 so it should be able to run
    Direct X 11 games! The specific game I'm trying to play Call of Duty: Black ops 3.

    I've downloaded and installed the "dxcpl.exe" thing and added BO3 to it. The only solution i haven't tried is enabling and then disabling my graphics card bc i know that is a dangerous thing to try.
