Windows 10: DirectX 12 in hardware but Microsoft Store doesn't recognize or detect

hello I am trying to help my friend out with this issue where he has directx 12 and the requirement had a minimum of Version 11. He showed an image that said what he has: DirectX 12 API and Hardware Feature Level 12. I do not know what to do so I decided to contact you to help out my friend. • On the desktop screen, press Windows + R to open the Run dialog box.
• Type WSReset.exe, then click OK.

Windows Store Apps Won't Recognize DirectX 12

Normally, DirectX installer will be copied to the game's folder after the installation process to make sure that you have all the necessary files to run the game with no issues. There is a possibility that the developer already included the DirectX files
in the app itself. However, since the DirectX installer is not included in the game that you installed ,we suggest updating your apps and games from Windows Store by following the steps in this
link. You may uninstall and reinstall the game if the issue persists.

Windows Store Apps Won't Recognize DirectX 12

Windows apps that require DirectX 11 won't work- they crash immediately after startup. It says in the requirements DirectX 11 is required, and I have DirectX 12 (it is supposed to be compatible with Direct X 11, I think), but still, the apps do not work.
I tried wsreset.exe and SFC / SCANNOW, but still, Windows Store will not recognize DirectX at all. Is there a way to fix this issue, not using SFC or wsreset? I have attached a screenshot:
