Windows 10: DirectX 9 titles have frame cap stuck on

Hello, I have vsync, all forms of frame rate sync, and frame limiters turned off in my graphics settings both in games, and on the software for my Radeon graphics card. However, mysteriously DirectX 9 titles will only run at my monitor's refresh rate, and nothing I can change in the graphics settings for both game and Radeon software can undo this. This issue doesn't exist in newer versions of directX, OpenGL, or Vulkan. Can someone please help? Thank you.

We appreciate the update. Since the issue is still the same even if you have DirectX 9 or later, we suggest that you reinstall your graphic card drivers instead. Follow the steps below:

• Press Windows Key + X and choose Device Manager.
• Go to Display Adapters section and locate your graphic card driver.
• Right click the driver and choose Uninstall.
• Check Remove the driver software for this device and click
  OK.
• After you’ve uninstalled the driver, restart your computer.
• When your computer restarts, go to your graphic card manufacturer’s website and download the latest drivers for your graphic card.
• Install the downloaded drivers.

DirectX 9 Wont Install on Windows 10

Title says it.

I want DX9 for older games. When I try the install, I get a dialogue box that pops up saying, "You must be running Windows 98, Millennium Edition, Windows Server 2003 Family ton install Directx 9.0."

I'm guessing I'm at the wrong link as not even Windows 7 is listed.

I'd appreciate pointing me in the right direction for installing Directx 9 on Windows 10 64bit.

Error: DirectX 9 video card required

One of my game requires directX 9 but I'm running on windows 10 which have directx12. But I am not able to open the game. Whenever I do, I'm getting the error message saying directx 9 video card required. Can anyone please help me?
