Windows 10: DirectX Error 9.0 or higher issue

Hello!So here is the problem when I boot up Command & Conquer on either steam or origin I purchased the game twice to make sure I am not going insane. down below. My P.C keeps telling me that I do not have DirectX 9.0 installed yet I know for a fact I do. I have followed the recommendations to uninstalling and reinstalling directx9.0 from the Microsoft link that has you unzip and redownload directx_Jun2010_redist. That did not work but I think I found a bigger problem that leads me to reaching out to you guys. When I run the game as administrator the game fails to boot. So I right click

We appreciate the update. Since the issue is still the same even if you have DirectX 9 or later, we suggest that you reinstall your graphic card drivers instead. Follow the steps below:

• Press Windows Key + X and choose Device Manager.
• Go to Display Adapters section and locate your graphic card driver.
• Right click the driver and choose Uninstall.
• Check Remove the driver software for this device and click
  OK.
• After you’ve uninstalled the driver, restart your computer.
• When your computer restarts, go to your graphic card manufacturer’s website and download the latest drivers for your graphic card.
• Install the downloaded drivers.

Win 10 Cant install directx 9 or directx June 2010 - internal system error occured

The DXDiag>Display>Driver>Feature Levels says: 12_0, 11_1, 11_0, 10_0, 9_3, 9_2, 9_1

But i still cannot use the software i mentioned (Surpac) because it needed to install DirectX 9.

On other computer it say that the computer already has higher version of directx 9, but on my computer it pops up the error i mentioned, "error creating process <C:/user/..../AppData/Local/Temp/IXP000.TMP/dxwsetup.exe>
reason INDOWS\system32\advpack.dll"
