Windows 10: Disable programs installing for all users

Somehow I can't find an answer on this on google. How do you disable a program like Steam for example installing when you create a new user?

The other reason I suggested this is that users can add characters to their username that are not alphanumeric (e.g. user*). This confuses things somewhat when looking at the list.

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

Initially, I suggest you to Disable Anti-virus software
