disable remote connection requiring network level authentication

I have 3 computers on the same home network each running Win 10 pro. using any PC I can access the files of computer #1 and #2. When I try to access files from computer # 3 it prompts me to enter network level authentication NLA. When I enter NLA it says my user name or password are incorrect I have verified many times they are correct.

I do not need remote desktop access, I only want access to the shared files.

I went to PC #3 and verified that remote desktop was turned off under system settings. Still I am prompted for NLA. Still says my creds are wrong

I searched settings for NLA and found a developer setting that says IF remote access is allowed, require NLA. I unchecked the box. this shouldnt be necessary since remote desktop is OFF. no change.

    I restarted PC, no change.

I have tried toggling every setting re. remote desktop, remote assistance and NLA and nothing works.

I couldn't find any way to reset remote desktop settings or NLA other than what I have already tried.

Any ideas to fix this? I know it is a simple setting, I just can't figure it out

    Thx

    :)
