Windows 10: Disk Cleanup seemingly does nothing

I don't know if this is just me having this issue or not, but every time I run Disk Cleanup it seemingly does nothing to give me back space. In fact, every time I've run it it seems to take away space not much space, but still. In order for me to regain any space I've had to restart my laptop simply shutting it down no longer seems to give me back space either even though it used to. I have no viruses or malware I've checked, so why does this seem to be the case? I still have tons of space on my laptop, but I just want to know if this is normal behavior for Disk Cleanup.

Hi joysoder, to properly and safely delete any files not required by your system, run Disk Cleanup twice as explained below. Each time select everything in the list and delete them. Disk Cleanup will not suggest deleting anything that is not safe to delete

Open File Explorer

Click on your hard drive

On the Manage Tab, click Cleanup

Let Disk Cleanup do its initial scan

Select Everything in the list and choose Delete

Start Disk Cleanup again

Let Disk Cleanup do its initial scan

This time in the resulting dialog, click 'Cleanup System Files'

Let Disk Cleanup run another scan

Select Everything in the list and choose Delete

Rest assured, it is totally safe to delete everything suggested by the Disk Cleanup Process, please tun the Disk Cleanup twice as explained below, please remember to untick your Downloads folder if you actually store files in that folder . . .
