Windows 10: Disk jumps to 100% usage when connected to static IP.

I have win 10 pro with that has started to use 100% disk usage only when connected to static IP. Tried to track what files it was touching during the 100% usage through resource monitor but seems to be a bunch of things like index, win32 folders and nvidia and random things.. seems like everything. Otherwise very quiet. I have narrowed it down to only connected to static IP. Weird?


Different Cat 5 cables used, different modem internal, direct to wall and direct to router.


Had recent updates from windows but happened before that. Tried installing new drivers and reinstalling or backing out of the drivers. no specific virus.

100 % disk usage

When I boot up laptop its already at 100% then it settles down but when i connect wifi or open any app it again jumps to 100% then it settles down but sometimes it also jumps up to 100% in ideal conditions i have being monitoring this with crystal disk
info when disk usage is 100% my hard disk temperature is rising and when Disk usage settles down hard disk temperature comes down crystal disk info is showing Hard disk condition good

This is not quite what I asked.

After a period of 5 . . 10 hours, your disk use should settle to around 5% while Windows is idling.

 

IP Connect to Static IP

I have an A-V device with a static IP address. With my XP-Pro laptop, I can connect fine, but with my new laptop running WIN10Pro, I can't seem to find the right combination of settings to"see" the device. The static IP allows control of the A-V device's app., with the app. showing when it "see's" the app. on the XP machine, but nothing I do let's that same IP address show up on the WIN10 machine. Can anyone suggest some possible fixes ?
