Windows 10: DISM /image:C:\ /cleanup-image /restorehealth is returning Error: 1639

Context: My machine won't boot in normal. So I boot into safe mode to run virus scans. It won't run virus scans. I boot it into Safe Mode with Networking. It won't connect to the internet.

I contact Windows "support" the first rep tells me to reinstall Windows and lose all my apps. I give in and do this. But the machine can't even do that. It keeps crashing upon reinstall, then reverting to where it was before.

I contact Microsoft again. The second rep gives me this long line of Commands to put in the cmd prompt. I get about 3 commands in, then this command (DISM /image:C:\ /cleanup-image /restorehealth) won't work. I tell rep and he tells me to "copy and paste". I'm messaging him on my phone. I can't copy and paste to my machine that won't connect to the internet?? I triple check the cmd. It's exact.

He says he will send me transcript and ends the chat. Now I'm part way in this list of commands he gave me and stuck. Please help if possible

Dism /Online /Cleanup-Image /RestoreHealth

You already have spaces in the command written.

In windows 10, CMD supports Ctrl+C and Ctrl+V so you can directly paste this.

FYI, the spaces are in between

• DISM and Online
• Online and Cleanup-Image
• Cleanup-Image and RestoreHealth

Dism /Online /Cleanup-Image /RestoreHealth /Source:F: /LimitAccess (with new image downloaded)

and

Dism /Online /Cleanup-Image /RestoreHealth

and always source file not found

What files I need to repair?

I get the following error:
