Windows 10: DISM Log Interpretation

I cannot complete the command Dism /online /Cleanup-Image /ScanHealth, I also keep getting BSODs, I have reinstalled windows multiple times, and keep getting BSOD code "Critical Process Died"Here is my dism.log https://1drv.ms/u/s!AjXslPfy92Hdgd88Ww6Esojr2LWZ3g?e=zcKbhJ

No problems have been found by the DISM tool. Why did you think you needed to run the tool? Please describe your problem.

 

DISM Logging disabled

I can locate the log, as you suggested, however the log file is empty (size 0 bytes).

I have run the suggested command above; no change.
The full error is: "Logging is disabled: unable to obtain access to the log file c:\windows\logs\dism\dism.log.
