    It seems to me there's more going on on that machine than just dism not running properly.

    Have you considered doing a clean install ?

    Good point, Frank! It seems that every rock that gets turned over has something else crawling out from underneath. Sometimes the best fix really is to wipe everything out, and start over fresh.
