Windows 10: DISM: The system cannot find the file specified when the file exists.

I used the following lines in a CMD script:

According to the "%Log%" file, the two .cab files actually existed. However, I have got the following errors:

Why couldn't the system find the files, which definitely existed?
"WinPE_log.log" gives the following info:

When I manually run the following via Command Prompt, the .cab files will be opened.
D:\CAB\WinPE-FontSupport-ZH-TW.cab
D:\CAB\lp.cab

In my downloads folder uis a file/folder

I try to delete a file/folder gets message *The system cannot find the file specified.*

files/folder will not delete





Suggestions? Ideas?

I downloaded the first item on the list at Microsoft Update Catalog

It was a .cab file. On Command Prompt, I ran DISM /Online /Add-Package /PackagePath:\Folder\57415c84-ac56-479d-9ce0-282570245acd_8bdb9b8cc5e570f9a6b8b89826cd64bc4c469340.cab

It returned "The system cannot find the file specified" although the .cab file was definitely in "Folder". Then, I extracted everything from the .cab file and right-clicked on "heci.inf"-->"Install".
An error message popped up, saying that "The system cannot find the file specified". Why can't the system find the file when it is definitely there? Is there something wrong with the .cab file?

• The file is on a location that is not currently accessible like a network location or an external drive that is not currently connected to the PC.
• The file has been moved or deleted.
• The file or shortcut is corrupt.
• The file may be blocked by Windows.
• Your antivirus software may be blocking the file.
