Display Drivers causing problems after upgrade

I am trying to upgrade a Windows 7 Pro desktop to Windows 10 Pro via a clean install. Everything goes smoothly until Windows installs the display drivers. With an AMD Radeon HD 6450 graphics card installed, Windows locks up completely when installing its auto-detected drivers. Assuming it to be a driver issue, I went to the AMD site and downloaded and installed the proper manufacturer drivers. However, once those installed Windows still locked up.

So I figured maybe the graphics card just isn't compatible with Windows 10, so I removed the graphics card and plugged my monitor into the onboard port. Letting Windows autoupdate the driver, though, leads to the computer locking up and the display looking like this:

Ok, so maybe this computer can't upgrade to Windows 10. So I try Windows 8.1 instead and experience the same issues. Any idea on how to solve this?

    :)
