Windows 10: display flickering on Dell all in one (can't do anything)

I'm looking at a friends computer for him because the screen (Windows) is flickering. The display passed the video test, I tried to access advanced startup options but he forgot the admin password. I was thinking it may be a bad video driver but I'm unable to do anything. Safe mode also flashes. I have the HDD out, plugged into a dock which is connected to my computer. I ran Crystal Disk Info, but I've read to ignore what it found. I ran error checking by right clicking on the drive and selecting properties/tools. The scan took a long time and hung, slowing down my system. I was hardly able to do anything on my PC so I stopped the scan on the possibly bad HDD.

Windows 10 - Display Flickers

Have received and installed Window 10 and suggested updates.

Intermittently, the screen starts to flicker. At first I had the impression that this was the result of an action I had done, such as starting to change Display Settings, but apparently t also happens without "being provoked"

The display is Dell P2214H, and a sample video of the problem is attached below

Monitor Dim and Flickers

I have a new Dell Inspiron 3668 cpu and running it with my old Dell ST2010 I have run the windows "troubleshoot screen flickering in Windows 10" from Windows help. When I go to task Mngr. it still flickers. So, I uninstalled the display driver as suggested
and then ran the "Check for updates". The problem still remains. Any further suggestions?? My next step is to just replace the monitor and assume Windows 10 will not run it!

Do let us know if you have made any changes to the operating system prior to this issue?

This issue might have occurred due to corrupted/ incompatible/ outdated display drivers, try the below and check if it helps.

As updating the drivers couldn't resolve the issue, I suggest you to uninstall and re-install the display drivers in safe mode and check if it helps.

Step 1: Try to place the computer in Safe mode with Networking.

Step 2: Uninstall and update the display driver

Steps to uninstall the drivers for the Display Adapter.

• Press Windows key + X key when you are at desktop.
• Select Device Manager.
• Expand Display Adapter.
• Right click on the Display Adapter
  and click on Uninstall.
• Restart the computer.
• Do the same as above steps, right click on the
  Display Adapter and click on Update Driver Software.

Step 3: Place the computer in normal mode and check if the issue persists.

• Press Windows + R keys to open
  Run command.
• Type msconfig and press
  Enter.
• In the System Configuration window, click on
  General tab.
• Select Start-up selection as
  Normal startup, click on Apply
  and Ok.
• Follow onscreen instructions.
