Windows 10: Display flickering on new pc build

I recently purchased all the necessary parts to build my new pc and when i went to start installing the bios, drivers etc. I noticed that the display turned on and off i wouldn't consider it flickering because it was inconsistent and it turned off for a couple of seconds at a time Sometimes the flickering would just result in the computer restarting or getting a blue screen. The flickering would also stop when i wasn't doing anything and would act up if i did something like open google or any other apps. Do let us know if you have made any changes to the operating system prior to this issue?

This issue might have occurred due to corrupted/ incompatible/ outdated display drivers, try the below and check if it helps.

As updating the drivers couldn't resolve the issue, I suggest you to uninstall and re-install the display drivers in safe mode and check if it helps.

Step 1: Try to place the computer in Safe mode with Networking.

Step 2: Uninstall and update the display driver

Steps to uninstall the drivers for the Display Adapter.

• Press Windows key + X key when you are at desktop.
• Select Device Manager.
• Expand Display Adapter.
• Right click on the Display Adapter
  and click on Uninstall.
• Restart the computer.
• Do the same as above steps, right click on the
  Display Adapter and click on Update Driver Software.

Step 3: Place the computer in normal mode and check if the issue persists.

• Press Windows + R keys to open
  Run command.
• Type msconfig and press
  Enter.
• In the System Configuration window, click on
  General tab.
• Select Start-up selection as
  Normal startup, click on Apply
  and Ok.
• Follow onscreen instructions.

Random black screen flickering issue

Win10 Enterprise version 1909 build 18363.720

So I've been trying to troubleshoot an incredibly annoying screen flickering issue for months now.

I have a dual monitor setup, one is an Asus ProArt PA248 connected via Display port, and the other is actually a 32inch Toshiba TV connected via HDMI.

This setup ran fine for years and then one day I started getting a random black screen flicker, some details about the issue:
- Both monitors flicker together, it isn't isolated to just 1 of them
- Happens every 5-10 seconds, randomly
- It can go for days without any issues, and kicks in randomly at random times
- There's no colors mixed into the flicker, it's pure black

Some troubleshooting steps I've tried
- New cables, no luck
- Messing with every driver I can find, stock windows drivers and all versions of Intel display drivers
- Someone suggested I bypass the built in Intel display adapter and MB ports & drivers so I bought a cheap GT 1030, was fine for a couple days then the exact same flicker issue started back up, so the issue doesn't even seem to be display/driver/graphic card related
- Booting into safe mode the issue went away, it could have just been a random coincidence but I found it interesting that the issue stopped while I was in safe mode

My PC hasn't changed much over the years so all the obvious troubleshooting hasn't led anywhere, I'm not sure where to look or what to try next, the PC is a little dated at 6 years but still runs fine otherwise I'd hate to have to build out a new system just because of this issue.
