Windows 10: Display Settings and Personalise not working...

Hi Everyone, When I open any settings submenu, for example the desktop right click Personalise and Display Settings or the Clock's Date and Time Settings, the settings app quickly comes up then closes instantly. When I type ms-settings:display or ms-settingsersonalise into Run it does the same thing...

However when I type ms-settings-bluetooth: it works...

I cant use any of the Settings "links" but I can launch settings through CTRL+I and the Start Menu...

If anyone knows what the issue is here I will highly appreciate it.

Software Information:
Oporating System: Windows 10 Pro 1809
Nvidia GPU Drivers: 457.30

Hardware Information: (I know you don't need these but I'll put them anyway I guess)
CPU: Intel Core i5 3470 (3.20GHz - 3.60GHz) (4C/4T)
GPU: Nvidia GeForce GTX 950 (2GB)
RAM: 4GB + 4GB = 8GB 1600MHz DDR3
MOBO: Some HP prebuilt motherboard that I am temporarily using...

Display settings

To reset the settings back to default, follow these steps:

• Go to your desktop, right click and select Display Settings.
• Choose the appropriate settings from the options under Display.

Let us know if the above steps resolved the issue.

 

Cannot use Settings->Personalisation to change Lock Screen settings

Hello,
Is it possibly the Anniversary Update, which has blocked my possibilities to change the Lock Screen configuration? In Settings->Personalisation that whole option is greyed out today and I'm stuck with a lock screen, which I can't modify or change. Any help for this? Perhaps there is a registry change I could apply? I would be happy for any suggestion.

I've attached an image. My language is Swedish, but I guess that you will recognise the part of the Settings->Personalisation, which is shown.
