Windows 10: DLL makes the program not download.

Hello. I would like to ask you a question about DLL.I was about to download the program which is named "logisim-evolution", which can provide us the logical circuit in computer.I could download logisim-evolution setup program, but when executing the program and download extra files, it didn't work. I could receive the message that the program didn't work well, and the message said to me "There is a problem with this Windows installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.". In this situation, What can I do to sol

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.
