Windows 10: Do I have a memory leak or do I just not have enough memory Memory always near 100%?

So, I've been looking in Task Manager, and it always tells me I'm near 100% memory usage. I have an ASUS TUF GAMING F15 with 16 gigs of ram. By looking at Users on Task Manager, I can see that it only thinks I'm using about 2 gigs of memory, while Resource Monitor shows that I'm using nearly 15 gigs. I'm looking at all of my processes, and trying to tell if I just have too many applications open, or what, but it's not clear what I can do to turn things off that don't use memory.
