Windows 10: Do Windows (10) updates actually minimally degrade the performance of the device over time?

Discus and support Do Windows (10) updates actually minimally degrade the performance of the device over time? in Windows 10 Network and Sharing to solve the problem; I've often heard that Windows updates over a long period of time should/would cause minimal performance degradation.     I've often heard that Windows updates over a long period of time should/would cause minimal performance degradation. Is there any truth to this?

    So according to the motto that the customer will logically buy a new device at some point, because the performance is no longer the same, could be due to old age or similar.

    So, it is actually an advantage to do without updates for a long time, or to avoid only certain updates, if that is possible at all...

    Device Performance & Health feature

    This can be an issue with the old driver, update or hardware. However, for us to fully identify what is causing the issue, we may need to perform some troubleshooting steps. Please follow the steps below and check if it helps:

    Step 1: Use System File Checker to check for system file corruption.

    • Right-click (or press and hold) the Start 
      button, then select Command Prompt (Admin).
    • Enter sfc/scannow(note the space between "sfc" and "/").
    Step 2: Perform a clean boot. It will start Windows by using a minimal set of drivers
    and start up programs. It will also eliminate software conflicts that could occur when you install a program, or an update, or when you run a program in Windows.

    Once done, check if your Device Performance & Health will work and generate a report.

    Let us know the result of the suggested steps.

    Startup performance degradation...

    There's an app on my system that causes startup performance degradation:

    The file name in the event viewer is "Devic" and in details tab, the folder name displayed as "C:\Devic". This performance degradation does not happen every day and presumably, during the other days the start up is normal.

    The issue is that there's no such file or folder name on my system. Neither the file search with Windows Explorer/TreeSize, nor registry search, running both standard and admin account could find it.

    Windows Explorer is set to show hidden items, but beyond that, I don't know how to find these files and folders. Are there other ways to find these items on the system?
