Windows 10: Do you have any ideas to remove screen flickering? its not usual screen flickering please...

Hello, I have a problem when I turn on my laptop I have a laptop and one monitor with it the laptop screen starts flickering until the wallpaper engine turns on. When the wallpaper engine is on, I restart the drivers with Ctrl + Shift + Win + B and everything works fine, but when I close the wallpaper engine the laptop screen starts flickering again. It only works fine when the wallpaper engine is on, no other images or deafultWindows backrounds. Do you have any solution? All my drivers are up to date and I've tried deleting all drivers in safe mode and reinstalling but nothing works. If

  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
