Windows 10: Does a newer Cumulative Update fix the problems of an older Cumulative update?

I've been postponing the install of the May 12th Cumulative Update (KB4556799) based on all the problems I heard about it. Because I've paused updates, I'm also not getting the June 9th Cumulative Update (KB4557957).

I was wondering, if I install KB4556799 and then KB4557957, will the newer one (KB4557957) fix any of the issues with the older one (KB4556799)? Or will my system just become more unstable?

Microsoft controversially brings cumulative updates to W7 & W8.1

AND for Poor People in POOR countries with poor internet speed and budget /bandwidth problems

10 x 100mb downloads spread out over time for these people may be do'able
1x 1 gig cumulative Download may in those circumstances be not possable

Not Every one has or can afford mega Bandwidth for these mega updates

ESPECIALLY IF MICROSOFT'S UPDATE fu&KS YOUR pC and your left to redownload

i think they had a special win7 updated edition in may... in fact i thought they were supposed to be going cumulative in may, i even saw such an update!

 

Cumulative Update for Windows 10 for x64-based Systems (KB3156387) will not install

Anyone else having problems getting the Cumulative Update for Windows 10 for x64-based Systems (KB3156387) installed? This update has been failing for me & doing a failed to update after downloading & reboot, then rebooting & removing the update.
