Windows 10: Does anyone else find it absurd that you can't really mod games that you bought through the...

Not too sure if this is the right category for this probably the most fitting one, but why is it that Microsoft doesn't allow us to edit game directories unlike Steam? For example, if wanted to mod my copy of Skyrim I can't really do much since Windows doesn't allow changes interactions with the files including opening the launcher from the files. If Microsoft were to work towards making it possible to modify their own game directories, the Microsoft Store could probably become more popular. You guys think Microsoft doing this is a possibility?

Xbox Game Pass for PC mod support November 2019

I've seen in articles dating back to July of this year that Xbox Game Pass for PC is going to get mod support in the future. Has there been any developments? What games are currently supported if there are any? I was really looking forward to modding Cities:
Skylines and The Outer Worlds but if there's no mod support then there's really no point on playing these games on PC.
