Windows 10: Does installation media created with the Windows 10 Media Creation Tool contain user data?

Hello I have just reinstalled Windows because I was afraid I might had gotten a Trojan.

During the installation my phone number was prefilled and my wifi was set up automatically. Is this normal? I'm a bit worried.

I downloaded the Windows Media Creation Tool here:

During the install I completely wiped my old windows partitions

Creating installation media using media creation tool

Is it necessary to run the media creation tool by right clicking and selecting run as administrator, before creating an installation media for windows 10? I did not select this option while creating the installation media. Can this result in any problems
in performing refresh, reset, or reinstalling windows 10 in future?

I got bored waiting for my 10 Pro upgrade message so I am using the Windows 10 Media Creation Tool to play around with installing Windows 10 Pro.

I chose the Upgrade Now option instead of creating media.

There were lots of different windows up till now.
