Windows 10: Does Phone Link connect with Android Go devices?

I have an Android phone that I'm trying to connect to my Windows laptop. Can I use Phone Link to connect my phone?

Phone Link not connecting with Android phone, but phone says it is connected.

The Android hotspot is turned on and the.laptop connected to it. I then tried the Phone Link set up using Bluetooth, but get the same result on QR code or manual set up

The Android bluetooth connects successfully to my other devices e.g. the Ford car, the earpods, the mobile speaker. When connecting the Phone Link I make sure than none of the other devices are connected.
