Windows 10: Does reinstalling windows via media creation tool completely overwrite the system files?

If there was a virus in the system files. Will reinstalling without saving the files remove it?

Is it possible to use the media creation tool a system running Windows 10 Home 32 bit, to create an ISO for a different version of Windows 10. Lets say Windows 10 Pro 64 bit. So it can be used to upgrade free a qualified version of Windows. Or maybe even
use the media to do clean install on a system that is already running a free upgrade.
