Windows 10: Does Storage Sense delete temporary files across all profiles?

Greetings, community -We have multiple logins on some of our work machines, and it appears that users' OneDrive accounts are starting to fill the drives. I see that Storage Sense can be set up to control this through dehydration, but I was wanting to know if Storage Sense will clear unused files across all profiles on the machine. I assume, being a system process, it will clear the files at that level, and will sweep all of the account profiles. The reason for the doubt is that if a user isn't logged in to Windows, they aren't logged in on OneDrive, so I'm not sure how Storage Sense handles

try open Start > Settings > System > Storage >

Toggle on Storage sense

Click Change how we free up space

Toggle on Storage sense again if its not

Make sure Delete temporary files that my apps aren't using is checked

When you go to storage sense, temporary files and select delete, it says it will delete
'temporary files that are not in use'.

It does not say it will delete all temporary files.

Storage Sense is doing its work silently and has an option to "Delete temporary files that my apps aren't using". What does that mean in more detail?

Can it silently remove files from "C:\Users\username\AppData\Local\Temp"?

If so, based on what conditions? Not opened for x hours?

The reason I ask is that our application seems to sometime loose files in that location after an hour or two. At least that is what logs from the customers are indicating.
