Windows 10: Does that message mean that I am blocked and I can't send him a message

Does that mean I cannot send that to him because I'm blocked

Sending messages blocked

I am unable to send message from my Comcast account in Microsoft. It puts the messages in the outbox and says the sender (me) is blocked. I cannot retrieve them from the outbox. I can send messages directly from the comcast account on other devices
like phone and tablet. Suggestions?

 

Message Blocking is active

I had an unlocked Nokia C3-00 with Wi-Fi. I use T-Mobile and also pay for text message. So when I first try to send a message, it reply in five seconds. The message was from the one I send, but the contain is like an error message. It said: "Free Msg: Unable
to send message - Message Blocking is active." So how to disable this Message Blocking so I can send text, or it is a problem from T-Mobile?
