Windows 10: Does The Shortcut "Alt + Enter" for Viewing Properties work only for single file or folder?

Hello,Does The Shortcut "Alt + Enter" for Viewing Properties work only for single file or folder? It "sometimes" shows the property window for a file, a folder w/o subfolders. But I noticed that "Alt + Enter" does not work for a drive or folders with subfolders. But we still can see the "view properties" menu if we use the right-click of the mouse. Could you fix "Alt + Enter" to work for everything like any drive, any folder, and any file?

Lock the view for one folder

I have a folder on my Windows 10 Pro Desktop named Programs. It contains shortcuts to most of the applications I use on my computer.

In order to be able to view all the applications at a glance, I use the List view (View > Layout > List). This ensures all the shortcuts are visible within the folder window.

My issue is that the view keeps resetting to Details. This results in the list of application shortcuts extending beyond the bottom of the folder window - I need to scroll down to see the remainder of the shortcuts.

Sometimes List view will last for a few days or just a single day. I use my computer every single day and it is on all day when at home.

I have researched this several times over the last year or so but none of the conventional suggestions work. Setting the view from a template does not work - it keeps reverting to Details.

Has anyone managed to lock a folder view so that it retains the same view when opened?

Alt+Enter does not open Properties popup dialog for folders in left pane of Windows Explorer

Alt+Enter combination used to open properties of the selected item (file or folder) in both right and left pane of Windows Explorer. Now (Windows 10) the combination
works only in right pane and does not work in left (navigation, folder tree) pane.

Suggest restoring functionality for left pane (folders) as well.
