Windows 10: Does Windows have permission to restrict third-party software from recording screens?

Does windows have permissions for screen recording or capture? If I use third-party software for an online meeting, will the conversation be recorded by the other party without my knowledge? I would be very grateful if you could answer my question

Unable to set restriction for local user in Windows 10

• 
  How did you noticed that user is still able to access the drive?
  
• 
  Did you log into the local user account and check the permission?
  

I suggest you to follow the steps below to restrict the user.

• In File Explorer, right click on the drive which you want to restrict.
• Click Properties.
• Click the Security tab.
• Click on Edit to change the permissions.
• Uncheck all the permission for system.
• Click OK and make sure the change is applied to all subfolders and files.

If you want to perform a Screen Capture follow Lawrence's answer

Windows also has an app called Steps Recorder, which will record a series of steps performed on your screen and put them into a zip file in .mht format. Personally I find this app a really strange addition, as it serves no real purpose.

If however you want to record a video of on screen actions, you must use third party software, simply search for 'Free PC Screen Recorder' on the web, there are plenty of free options available . . .
