Windows 10: don't recognise user profile

My paid by before owner Windows 11 Professional on my laptop Dell failed in order that not recognise anymore my username.Please check my licence and account. Today 22.07.2023 a company from Romania Timișoara city named R-mobile sold me a Windows 10 Pro licence but not shure is genuine.They say that all licences in range 50 € are hacked, only that 300€ are genuine. Even so asked me Bios code number wich I don't know. If cannot tell that code I will not receive oaiment bill and licence. Windows 10 startmenu and Cortana don´t work with mandatory profile

In this case, we strongly suggest that you create a new admin profile and disable the default profile. To do this, please follow these steps.

1.Insert the Windows 10 Release Preview Installation Disc and restart the computer (If prompted, press any key to start Windows from the installation disc.) If you do not have a disc create one from this link on another
computer:

2. Click on Repair your System.

3. Click on command prompt

4. Type the command below and press enter.

net user Administrator /active:yes

Restart the computer to login to admin account.

Note: Disable the built-in account after performing the troubleshooting using command:

net user administrator /active:no

Method 2:

Try creating new user account after enabling then admin account.

Follow the steps below:

  In search, type User Account.
  
• 
  Select manage another account.
  
• 
  Select Add a new user in this PC account.
  
• 
  Click on Add someone else to this PC and follow the onscreen instructions.

The User Profile Service service failed the sign-in. User profile cannot be loaded.

Hello,

When attempting to login to my computer, I get the following message:

"The User Profile Service service failed the sign-in.

User profile cannot be loaded."

I referred to this Help article,You receive a "The User Profile Service failed the logon” error
message,

but the only difference is I only have one user profile on this computer. So, I can't login with another user to go through the steps listed in this post.

Any suggestions?
