Windows 10: Dotnet 9 applications unable to run as its blocked by Windows security

Dotnet 9 applications unable to run as its blocked by Windows security. i tried with multiple simple applicaitons console all. all blocked,same app if i change to .net 8 then it works fine.I have visual studio, sdk ,os all updated to latest. Mostly this Problem started appearing from 18-April-2025 of Good friday onwards become blocked on these laptops. We have official OS all still why. please help to resolve this total blocker.We have other applications built on same .net 9 blazor ,api and more will be deploying to azure appservices.

Windows Defender or another antivirus software will sometimes block a certain app or file from running or being installed. With this, you can check the
quarantine section of the antivirus program you are using to see which program is being blocked. To better assist you, we need the answers to the following questions:

• What is the exact error message did you receive after launching or running the app?
• Which antivirus program are you using?

In the meantime, we suggest disabling the Windows Defender SmartScreen and see if the app will run. To do this, simply follow the steps below:

• Type Windows Defender on the search box and click on the first option.
• On the left side of the window, click on the Window icon (App & browser control).
• On the SmartScreen for Windows
  Store apps column, select Off.

dotnet 4.0 on Windows 10

we have an application that runs on dotnet 4.0 I need to know if there is a way to run it with Windows 10 with dotnet 4.7

 

Process running but not starting in Windows 10

This issue may be due to application conflicts.

I suggest you to follow the steps provided below and check if it helps to resolve the explorer issue.

  Press Alt+ctr+Del from Desktop.
  
• 
  Select Task Manager.
  
• 
  Under process tab, locate the apps that are running.
  
• 
  Right Click on the application and select End Task.
  
• 
  Please try accessing the application again and check if you are able to run the application.
  

If the issue persists, I suggest you to run
the program in Compatibility mode, please follow the below steps:

• Right click on the Program
• Click on Properties
• Click on Compatibility tab
• Select Run this program in compatibility mode and select the operating system accordingly from the drop down list.
