Windows 10: Download only going up by 2mb's per interval among other issues - I can't fix it

Just a brief rundown of prior events.I upgraded from windows 7 to 10 using the Media Creation Tool, I then ran into issues the next day requiring me to factory reset and reinstall windows 10.From that point onwards the end result I have been left at regarding downloading games/app's on the Microsoft Store is that the download only goes up by 2mb's per time, no more no less. from 32>34>36>38 and so forth. The download speed will be listed ranging from 600kb's to 4mb's or even higher but the current download only goes up by 2mb's sometimes within a couple seconds sometimes after 15-25 s

Can't download the Overdrive fix

New to the forums. I tried searching but I can't get much back on downloading the AMD Overdrive fix for the 7-series. Everytime I go to the page to download from Mirror 1 it says Page Cannot be displayed. I am trying to get Overdrive to work, but I keep getting the "No AMD 7-Series CPU Detected" error. Any help getting that engine.zip file would be appreciated. Like I said, mirror 1 isn't working for me, and is the only mirrior it lists to download from.

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.
