Windows 10: Download speed capped at 2MB/s

I've been having an issue with my download speed for a while and I'm seriously getting tired of it, especially since it seems like it's getting worse.Months ago, whenever I would download something big like installing a game, my internet speed would be capped at 5MB/s. This happened one day just out of nowhere and I wasn't able to fix this issue so I just lived on with that. But recently, I noticed that instead of going at 5MB/s, it's now only going at 2MB/s. I tried some solutions I found on Reddit and here, but at best I was able to get is to go at 3MB/s. I'm getting desperate for a better

Download speeds capped only in certain programs

I have 15MB/sec download speed, but I never actually seen it go that high until I downloaded some games from the Microsoft Store.

When I'm using a torrent program, Steam/etc, or downloading within my internet browsers (all with no bandwidth restrictions in the options), the rate seems to be capped around 2MB/sec.

Am I missing an option that's capping download speeds except with using Microsoft programs/etc?

Hello! My download speed for some reason is unusually low, 300kbs low. Earlier this morning I had 2MB/s but for whatever reason it just went back to being capped at 300kb/s. My speed test tells me that I have 746.71mbps Download and 371.51mpbs upload so I don't know why my downloads would be taking so long?
Is there anything that I could do to fix my downloads from my browser.

Greg, please just don't go to Bing, search for "slow internet speed windows 10" and post the 10 first websites here, my friend. The suggestions on these websites has nothing to do with my issue.

If you don't know what can cap a download speed on Windows (which is not a signal or connection issue), please leave the question to another expert.
