Windows 10: downloading an app that contains a virus or unwanted software

Discus and support downloading an app that contains a virus or unwanted software in AntiVirus, Firewalls and System Security to solve the problem; I'm trying to download an app and whenever I try to run the downloading software it comes up with an error that says "Operation did not complete...     I'm trying to download an app and whenever I try to run the downloading software it comes up with an error that says "Operation did not complete successfully because the file contains a virus or potentially unwanted software." The app is safe I'm completely sure of it and I'd really like to download it but my computer won't let me. I've tried turning off reputation-based protection, I've tried turning off Windows defender's firewall, and I don't know what to do. How can I download this app?
