Windows 10: Downloads will pause due to "No internet" or "Network Error"

Whenever I download something no matter what it is whether its a file on my browser or its an application running its installer they will just pause out of nowhere and will wait until I disconnect and reconnect my internet from my computer. I tried to download a file from the website and this happened I tried downloading bluestacks and the installer had the same issue. It seems to be a problem with my computer and not the individual applications because it happens in a variety of applications I use on my computer and it doesnt happen to my other computer. I dont know what to look up to even be

network connections error 615. specified port was not found

this hard drive is not connected to my computer, it is connected to my wireless router.

after scanning for hardware changes as you suggested in step one, there is no usb hard drive
listed on my computer, either in the device manager, or in the network list in file manager which includes both computers connected to the router. this computer is recognizing the router, internet, and other computers connected to the router.
it is not recognizing the hard drive connected tot he wireless router.

I checked my wireless router to see if the usb hard drive is discoverable and verified that it is.
