Windows 10: DPC Watchdog violations/black screen quick restarts only during idle/low usage 1% or less

Details is the title. I've done memtest with multiple passes and no errors. I stressed the cpu heavily and nothing. I've reinstalled windows and its persisted so I'm at a loss now.
