Windows 10: Dragging window to second monitor

Hello- I have connected a VGA / Hdmi cable from my laptop to a second monitor. The second monitor does show my pc screen, however, even after extending the display, I am unable to drag a window from pc to 2nd monitor. I have disabled Snap. I have double clicked the title bar and then dragged to side of screen but it will not show at all on 2nd monitor.

file explorer - cant drag to second window

Both monitors work but cant drag to second one.

• Will it disappear or it won't allow you to put on second monitor?
• Is your computer up to date with Windows Updates? Press Windows logo key + R, type
  winver and hit Enter key. Now see the version and build number.
• Are you able to move cursor to second monitor?
• When did you observe this behavior?

Second Monitor is Magnifying Contents Dragged Over?

I tried Googling this and didn't really see anything helpful, a number of people said the resolution for the second monitor was wrong but I don't think that's the case. When dragging a window over, before it gets half way and magnifies, it seems like the appropriate size/resolution. Everything was working fine last week when I was using Windows 10, I've since reverted back to 8.1 this week so I'm thinking there's a setting somewhere I need to toy with. Any suggestions? I've used 8.1 in the past with these two screens and didn't have any problems then. Thanks.
