Windows 10: Drive at 100% on task manager

My computer recently hasn’t been stuck at 100% drive. When not running any programs the percentage goes back down to a reasonable number but as soon as you run even a single browser tab it skyrockets.I really don’t know what to do.I’ve tried every fix imaginable, everything from completely wiping the disk to downloading every driver available. I’ve tried every video and every guide and none of the solutions seem to work. I have a ssd and it’s relative new but I am a loss for what could be wrong

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.

 

CPU constantly at 100% in task manager

That is exactly what I did previously. I tried setting max to 80% to test and task managers cpu displays constant 80% instead of 100% on the performance tab and 80% above the cpu column in the users tab. Sadly it has no effect but thank you for the suggestion.
