Windows 10: Driver pnp watch dog error with bsod when updating

So, my HP ENVY x360 Laptop - 13z-ay000 CTO had windows 11 on it before this problem but then I got a bsod driver pnp watchdog error so I everything and nothing worked so I tried to keep downgrading the os until I got something to work so now I'm stuck on windows 8.1 and there are multiple drivers that aren't updated and its stopping me from upgrading because of this error. my hp envy x360 convertible is stuck on windows 8.1 and if I try to update to windows 10 from a usb drive it gives me a bsod error saying “driver pnp watch dog” even when I try to update it from windows 8.1 it gives me a error code “0x-c1900101 - 0x20017 the installation failed in the SAFE_OS phase with an error during BOOT operation” and so my computer is stuck on windows 8.1

The free upgrade to 10 finally ended last year and Microsoft does not even sell 10 anymore.
