Windows 10: Driver state folder related

Can you tell me why I cannot open driver state and configure folder which is in system 32 folder. When I am trying to open it says you don't have permission to access this folder and when I click ok it says you have denied the permission. So can you tell me if I change it's ownership will it open and will it create any future problem like driver update or system update in my laptop and is it normal for people to change ownership when they cannot access system folder.

I want to infrom you that a folder called driver state which is located in system 32 and that folder is not opening and saying that you don't have permission to open this folder so i go it's properties and change it's owner system to everyone. Now the folder in opening. Can you tell me will this owner changing create any problem in my laptop.
