Windows 10: Driver update called SoftwareComponent - 1.72.3981.0, dated 11-1-2024

A current driver update called SoftwareComponent - 1.72.3981.0, dated 11-1-2024 seems to be preventing me from making purchases, but it won't let me uninstall. Is it safe to uninstall to see if it is the problem, and how do I reinstall if it isn't? I've checked out everything else, so I'm down to a software issue and this is the only update that has occurred prior to this issue. Is it safe to uninstall it and not cause more problems?

KB3147458 installs with date 1/1/1601 and keeps reisnatalling upon uninstalling with same date.
