Error 32 in Device Manager after disabling Intelppm (C states?)

I'm having some trouble disabling C-States. I have an Aurora R7 i7-8700 with a highly locked BIOS (v. 1.0.22); Intel SpeedStep and SpeedShift can be disabled but there is no option for C-States. For those without the C-States option in BIOS several posts suggested to disable (value: 4) the registry key "Intelppm" from its manual state of 3, but after restart all cores under "Processors" in Device Manager show an Error 32 with the following message: "A driver (service) for this device has been disabled. An alternate driver may be providing this functionality. (Code 32)". I have many drivers disabled in registry but this is the only one to cause such an error. Currently Intelppm is set to 3 again and the Error 32 is gone. Would it be okay to ignore this error and disable Intelppm or must Intelppm be enabled?

    CPU throttling due to intelppm

    Hello,

thank you for the reply, I tried both suggestions, no change, and I think it's a hardware error after all.

With the intelppm driver disabled, the laptop shuts down every now and then, mostly under load, the event log simply states that the previous system shutdown was unexpected.

Also, open Hardware Monitor is showing one CPU core running at around 100 degrees Celsius, with very little relation to load, while the other core is between 40 to 70 degrees depending on the load. The laptop itself is cool to touch, the BIOS-controlled
fan is running quietly most of the time and I've cleaned the heatsink, changed the thermal paste some time ago, so I assume it's a sensor malfunction.

I assume the shutdowns are caused by the incorrect temperature reading, does this happen on a hardware level, or is there any way of disabling it in Windows? I have the latest BIOS, and there are no such options.

Error 32 in Device Manager after disabling Intelppm (C states?)

Here is what I get: "The following sleep states are available on this system: Standby (S3)"

This status does not change even after disabling S1-S3 sleep states in gpedit. The rest (S1, S2, Hibernate, Standby [S0 Low Power Idle], Hybrid Sleep, Fast Startup) are disabled, not available or not supported.

I'm aware that task manager is not particularly accurate in this regard, but here is something I noticed:

SpeedStep, SpeedShift and Intelppm enabled - Core speed in task manager is very unstable under workload, but sits pinned at 4.5GHz at idle (base speed: 3.2 and not OC, obviously inaccurate).

SpeedStep and SpeedShift disabled, but Intelppm enabled - Core speed in task manager is more stable under workload, and never tops base speed. Idles at 3.2

SpeedStep, SpeedShift, Intelppm disabled - Core speed in task manager is pinned at 3.2 at all times.
