During each MS Teams call, the blue small wheel next to my cursor keeps appearing and disappearing every 2 seconds. Why is this happening?

This might work too if you're using the Firefox browser. Turn OFF 'Autoscrolling' which senses the Wheel Click and makes the navigation cursor appear Other browsers might have a similar toggle:

So it appears that toast notifications for Microsoft Teams cannot be disabled, still keep the taskbar icon flashing. It's possible the toast notifications still appearing, in the Activity Center even after they are turned off for all applications, is actually a bug with Microsoft Teams though.
