Windows 10: DURING REBOOT !!! Windows 11 stuck at "Updates are underway. 100% complete."

When I selected "Restart" on my new Windows 11 machine, I was asked if I want to install updates. I said that I did.The reboot took place, and then the update sequence started. It's now been stuck in that update sequence at 100% for a few hours.I have seen other similar questions here about this problem, but in all these cases, Windows Update was invoked via the running Windows session and not during reboot, and the fixes always involved invoking one or more utilities on the running Windows 11 machine. However I am stuck on the reboot screen !!, and so none of those utilities are available

Windows 11 stuck on updates are underway at 100%

I've just downloaded the latest update to Windows 11 on my surface laptop 4, but it's now stuck on updates are underway at 100% and has been for about 30 minutes so far

I'm nervous about restarting in case it screws up my windows installation, and I also don't have access to any other windows 11 pc to make a recovery drive

I am just getting started on my new Asus Zenbook 14. I allowed it to update Windows 11 (which came installed on the laptop). Within afew minutes it reached 100%. But has been stuck for about an hour with the little 'dot wheel' rotating and the message: Updates are underway. 100% complete. Please keep your computer on. What do I do?

How do stop Windows 11 update and get back into my PC? Just ran Win11 update and Windows 11 is stuck in continuous loop of "Updates are underway Please keep your computer on."
