Windows 10: During Windows 10 RTM Setup, I Finished The Language, Region, And Time Zone Then Use...

I Was Installing Windows 10 RTM From Windows 10 22H2 In The Installation Process, It Said Keep Files, Keep Everything Or Nothing, I Choose Nothing Because It's The Only Available Option, Then During Setup Process, I Chose Language Region And Time Zone, Then Next Use Express Settings, But Then It Always Restarts Repeatedly And Not Processing What Should I Do?

I suggest you to follow the below steps to change the settings of time and time zone:

• Press “Windows+X” and click on “control panel”.
• On the left hand side click on “clock, language and region”.
• Click on “change time zone”.
• And then click on the tab “internet time” and click on
  “change settings”.
• Check the box “synchronize with an internet time server” and also select the option
  “time.windows.com” from the drop down and click on “ok” and check if the issue persists.

Windows 10 Time Zone tool?

Are you sure you used correct time zone value?

In English speaking countries GMT (Greenwich Mean Time) is a commonly used synonym for UTC. Microsoft uses value Greenwich Standard Time for it.

In OOBE, select first your region correctly, then follow instructions in the post quoted below. It will work. The Windows Time Zone Utility command in your case:

tzutil /s "Greenwich Standard Time"

That uses the real UTC time, with no summer / daylight saving time. If you want to use UTC time zone with summer / daylight saving time, use this command instead:

tzutil /s "GMT Standard Time"

No, having no Internet connection when installing has nothing to do with it.

Selecting a region which has more than one time zone, a default time zone will be used by system. Selecting region United States, Pacific Standard Time is used, regardless in whatever 9 US time zones you live in (six zones in 50 states plus 3 used in regions belonging to USA with no state status).

When your installation comes to region selection, select United States and click Next to get to keyboard selection. Before selecting your preferred keyboard layout, press SHIFT + F10 to open Command Prompt, and use Windows Time Zone Utility to set your time zone (Eastern, according to your profile) with following command:

tzutil /s "Eastern Standard Time"

Close Command Prompt, select keyboard layout and continue OOBE. Complete list of Windows time zones: Microsoft Time Zone Index Values

Windows setup does no longer allow selecting time zone.
