DWM.exe causing stutter under load on a single 144Hz monitor

I recently switched over to a new PC (Ryzen 5 3600 + Gigabyte 5700 XT Gaming OC) and while everything is running as expected, I run into stuttering issues after some time (ie. the cursor, moving windows around when system is under load) and the culprit is dwm.exe. This wasn't happening before and only just started happening.

Games and day to day tasks are running fine, no issues there at all, and if I end task on dwm.exe everything is smooth again.

I have no idea if this is something that can be fixed or if I'm just stuck. I've checked LatencyMon (seems fine), have the latest chipset and graphics drivers, tried a certified DP cable, tried disabling Game Mode and Variable Refresh Rate settings, all with no luck. And Windows was a clean install, but I'm contemplating doing another clean install just to see if that does the trick.

I can't tell if this is a Windows issue or an AMD graphics driver issue, or something else.

    Any tips would be appreciated.

  2. 144hz and 60hz Stuttering Issues

Yeah that's definitely the problem, but how do I solve it? Do I seriously just have to buy a 144hz monitor just to use as a second screen?

    144hz and 60hz Stuttering Issues

I can pretty much guarantee that the issue is the difference in frequency between the 2 panels, it can either do one frame rate or the other, not both, the stutters are one screen running at 60Hz, thus locking the desktop and any full screen applications to 60fps too, which means that your laptop's panel is running at 60fps while being capable of running at 144Hz, which causes eye burning stutters.
