dwm.exe loads CPU and cause Resource Monitor's window to lag or in oposite

Hi, everyone!I have a Windows 10 Home reinstalled like couple of months ago. It was running smooth. But for last week I've found some issues while playing games: in different games even not the newest titles every 5-10 minutes I get it slowed down not a fps drop but just like time speed reduced. I suspect some process loads CPU on a background. I've opened a task manager but didn't find any suspicious process running except the game itself utilizes CPU about 60%. Then I decided to keep Resource Monitor opened to monitor any CPU usage for a certain period of time. But I found when i move

    :)

    Resource Monitor

That is normal, it is trying to break down CPU usage among process types.
So total is same as TM, the services gives cpu usage of back ground processes and then each core shows how load is spread over all the cores.
So it's more for trying to pin down issues with usage.
    Maybe this link will help.

    Windows Explorer eating my CPU

I created the ISO, mounted it and reinstalled and still have the same issue. For some reason, the resource monitor is no longer showing CPU spikes but the windows explorer is still bugging out to the top of the task manager list every time I get the lagging
    behavior.
